This item will be on the first mob that the rogue uses [Pick Pocket] on in Draenor. If the whistle is not looted or destroyed it will be back on the pickpocket loot table.

During the Warlords of Draenor launch event rogues could pick pocket some Iron Horde orcs for both the whistle and the Warlords pickpocket material used for the [Dingy Iron Coins].

Patch changes
