At the very western end of Frostfire Ridge, at [9.8, 45.3] past the Frostboar Drifts on Frostboar Point at the base of the path to the sea, lies a Sealed Jug. Open it to loot 10-20x 
[Garrison Resources] and the 
[Waterlogged Journal].
Tracking quest
To check whether the sealed jug has been looted, copy and paste this command into the chat window:
/run print(C_QuestLog.IsQuestFlaggedCompleted(34641))
If a "true" appears in the chat window, the sealed jug has been looted; "false" indicates the opposite.
