Scouring What Remains is the third quest meant to be a guide to direct you back to the Command Map in your Order Hall to start the questline of another zone, much like how you were asked to choose a zone to start in after getting your first artifact.

Select your next assault point on the Broken Isles at the Command Map in your Order Hall.
