Samir used to be a blacksmithing vendor located in Hatchet Hills in the blood elven territory of the Ghostlands, in the camp right outside Zul'Aman. He was removed from this location in patch 4.1.0.

Wrath of the Lich King

Samir leads a band of bounty hunters capturing ice trolls, based out of Granite Springs in the Grizzly Hills in Northrend, south of Drak'Tharon Keep.
