Ruckus is a goblin real estate speculator and quest giver located in the Shattered Strand of Azshara. She has decided to stake her claim to some prime beachfront property and enlists players to help her do so.
Ruckus does not discriminate in handing out her quest and will offer it to anyone of a high enough level. However, it is intended to be part of the chain that sends players to the Shattered Strand in 
[5-30] There Are Many Like It, and the quests meant to be done concurrently with hers - from Lieutenant Drex and Sergeant Hort - are not available until players have completed the prior steps in the Azshara storyline.
