Royal Guards are human knights clad in black armor and used by Garithos' Elite Guard in the The Frozen Throne missions A Dark Covenant (in the ending cutscene) and The Crossing (as killable enemies). They use the same model as Bandit Lords, giving them a similar look to Grand Marshal Garithos, whom they served.
Given their name, they seem to be former members of Lordaeron's King's Guard.
