Rothin the Decaying is a member of the Cult of the Damned found in the Maw of Neltharion in Dragonblight. He can be seen raising the skeletons of black dragons into Magmawyrms.
Abilities
Aegis of Neltharion — The power of Neltharion decreases damage taken by 20% and increases damage done by 20% for 1.5 min.
Shadow Bolt — Hurls a bolt of dark magic at an enemy, inflicting Shadow damage.
Shadowflame — Targets in a cone in front of the caster take 11 Shadow damage and an additional (0% of Spell power) Fire damage over until cancelled.
Shadowflame — Targets in a cone in front of the caster take 11 Shadow damage and an additional 7 Fire damage over 8 sec.

- It was possible to easily maximize any weapon skill level by continually striking him with the appropriate weapon in his immune state. This has exploit was removed in patch 3.0.8.
