Resplendent Mist is a conduit for Mistweaver monks. It drops from High Adjudicator Aleez in the Halls of Atonement and the Guardian of the First Ones in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.

[Bonedust Brew]'s (Necrolord Ability) Gust of Mists. - Hotfix (2021-07-06): Fixed an issue that prevented the
[Jade Bond] and Resplendent Mist conduits from both affecting 
[Invoke Chi-Ji, the Red Crane]'s Gust of Mist heals. - Patch 9.1.0 (2021-06-29): Resplendent Mist now correctly affects Invoke Chi-Ji, the Red Crane's Gust of Mists.
