The Recipe: Living Action Potion is sold by Evie Whirlbrew in Everlook.
It was originally a reputation reward; one had to be Exalted with Zandalar Tribe to purchase it for 5 from Rin'wosho the Trader <Zandalar Supplies and Repair> in Stranglethorn Vale.
Patch changes
Patch 4.0.3a (2010-11-23): Now sold by Evie Whirlbrew in Everlook. No longer requires Exalted with the Zandalar Tribe. Materials changed.
