Rally Zapnabber is a gnome found at Toshley's Station in Blade's Edge Mountains, who lets Alliance players test out Tally Zapnabber's Zephyrium Capacitorium. He is one of Tally's clones, called "twins", the other being O'Mally Zapnabber in Evergrove.
During the Fourth War, he appeared in Boralus and on Mechagon Island alongside Tally.
