Punish the Guilty is a conduit for protection paladins. It drops from the Sun King's Salvation in Castle Nathria, General Kaal in the Sanguine Depths, and Dausegne in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
