Protector of the Pack is a talent in the Feral tree, you will need to spend 38 points in Feral to max it.

Trivia

In the Wrath of the Lich King beta patch notes, this talent was called Mother Bear.^[1] The final patch 3.0.2 notes mistakenly list the talent twice—once as Protector of the Pack and once as Mother Bear.
