Patch changes

Hotfix (2023-07-31): Fixed an issue that caused Pillar of Frost's stacking Strength to not be properly reduced in PvP combat.
Patch 10.1.5 (2023-07-11):
- Base Strength increase is now 40% effective in PvP combat (was 60%)
- Pillar of Frost's stacking Strength increase is now 50% effective in PvP combat.
Hotfix (2023-05-15): Now increases Strength by 15% in PvP Combat (was 25%).
Patch 10.0.0 (2022-10-25): Now a row 5 Frost talent (was a level 29 Frost ability). Rank 2 removed.
Patch 9.1.0 (2021-06-29): Pillar of Frost's strength bonus is no longer reduced in PvP Combat (was 66% effectiveness).
Patch 9.0.1 (2020-10-13): Now learned at level 29 (was 57). Rank 2 added at level 49: Increases strength by an additional 10%.
Hotfix (2018-08-10): Now increases Strength by 10% when engaged in combat with enemy players (was 15%).
Patch 8.0.1 (2018-07-17): Now grants an additional 1% Strength for each Rune spent while active. Cooldown decreased to 45 sec (was 1 minute).
Hotfix (2017-11-28): Now increases Strength by 12% in PvP situations (was 20%).
