Patch 10.0.7 (2023-03-21): Obliteration now causes [Soul Reaper] to also grant Killing Machine and have a chance to generate a Rune during [Pillar of Frost].
Patch 10.0.0 (2022-10-25): Now a row 10 Frost talent (was a level 50 Frost talent).

Previous effect: For the next 10 sec, Frost Strike and Howling Blast grant Killing Machine, and Obliterate costs 1 less Rune. (1.5 min cooldown)
