The Council of Tirisfal (the Order of Tirisfal,[1] Order,[2] or Tirisfalen) was a secret council formed by human and high elven magi and charged with the selection and disposition of the Guardian of Tirisfal. It's described as an order of sorcerers.[3] Its name came from the Council's meeting place in Tirisfal Glades.[4][5] The Hall of the Guardian was also used as their base.[6]
History
Approximately in 2680 BDP, the reckless use of magic by the magi of ancient Dalaran tore through the fabric of reality in the region. Waves of arcane energy billowed out from the city and into the Twisting Nether, drawing the attention of the Burning Legion demons. A small number of these demons began to infiltrate Dalaran. Though weak and usually alone, they succeeded in sowing chaos and terrorizing the peaceful city. The Magocrats struggled to deal with these intrusions while also keeping them a secret from the public. More and more, the city’s rulers feared that if the superstitious populace learned the truth, they would panic and riot. Besides, Strom might take action against Dalaran.[7] Eventually, the Magocrats sent an urgent request to Quel'Thalas for help. The Council of Silvermoon immediately dispatched their best magi to solve the problem. Having agreed that they could not prohibit the use of magic, the human and high elf magi formed a clandestine order to deal with the demonic invaders. This new group met within Venomweb Vale[8] in Tirisfal Glades, and it became known as the Council of Tirisfal. The Council would be responsible for tracking and banishing the Legion’s agents across the land. They would also quietly educate other magi about the dangers of reckless spell-weaving.[9]
The Council of Tirisfal channeled their power into a single mortal to battle the demons. This person was called the Spearhead, with the Council channeling a part of their power into them. However, this put the Council at risk as they had to be within close range of the Spearhead while channeling their power. More than 2,600 years before the First War, the Spearhead was reworked into the Guardian by Alodi, by restructuring the transfer ceremony used to link the Council of Tirisfal with the Spearhead. He did this by using a spell that he and Meryl devised and that would allow the Council of Tirisfal and the Spearhead to link at great distances. This allowed them to engage the enemy with the Council of Tirisfal's power and safety intact and out of harm's way. To reflect this change, the Council of Tirisfal altered the title of Spearhead to Guardian-- of the Council's power, safety, trust, and defense of Azeroth.[8] The spell would later be applied to a device known as the Forge of the Guardian and used for all Guardians from that day on, until the day Aegwynn refused to return her power.
When there was an absence of the Guardian, the Council called upon the Tirisgarde - the elite mage-guard of Dalaran.[6] The Tirisgarde was first created to hunt down Aegwynn when she went rogue[10] because she grew suspicious of the order and believed that the council was abusing its power by manipulating the politics of the human kingdoms.
The two most famous Guardians of Tirisfal by far were the last two ones — Aegwynn and her son Medivh. Medivh, possessed by Sargeras, killed many named and unnamed members of the Order throughout Azeroth during the time of the First War before he was slain. While it may be possible for Medivh to pass the mantle of Guardian to another, it was he who destroyed the Order with the specific purpose of breaking the chain, the one thing he and Sargeras agreed upon.
The New Council of Tirisfal

In view of the growing threat of Cho'gall and his masters, it was decided by Aegwynn, Jaina Proudmoore, and Meryl Felstorm to reform the Council of Tirisfal. The three also planned to recruit Maraad, Broll Bearmantle, Thrall, and Khadgar for the new order, but Thrall and Khadgar were unavailable. The reformed Council did battle with Cho'gall at Ahn'Qiraj, with Med'an as their Guardian.[11] Unfortunately, the new Council didn't prove to be as binding as the original, and most of its members went their separate ways after Cho'gall's defeat. As for Med'an, he returned the Guardian power to the Council.[12][13] The Council has yet to choose a new Guardian.[14]
Reformation of the Tirisgarde
After Kathra'natir escaped from his body, Meryl Felstorm, the ghost of Alodi, and the mage adventurer recovered the Forge of the Guardian from the Violet Hold.[15] Within the Hall of the Guardian, Meryl declared the Tirisgarde reformed, with magi from across Azeroth coming in to boost its numbers.[16] The Tirisgarde's largest concern at the moment was the hunting of Kathra'natir, as his time spent within Meryl provided him with knowledge of the Council's secrets.[17]
The Conjuror of the Tirisgarde also witnessed visions of the members of Alodi's Council in Dalaran while wielding Ebonchill, Alodi's staff. The visions mistook them for Alodi himself (or simply replayed events from history with the Conjuror playing the part of the old Guardian), and helped to empower the staff, albeit somewhat reluctantly.[18]

Notes
- According to World of Warcraft: The Comic, the Council existed over 3,000 years ago.[19] World of Warcraft: Chronicle Volume 1 changed the time.
- Around the time of the First War, the order communicated only through sealed missives. The seals were purple, and the text they protected was encoded using The Song of Aegwynn as a cipher. Each member of the order as such had an identical copy of the scroll for themselves. At the top of each letter was a number that looked like a date. It was a reference to the stanza, line, and word one had to start at. The first letter of that word became the first letter of the alphabet in the code, but for the first sentence only. Punctuation marks indicated to start using the second letter of the pointed word, and so on. Numbers were supposed to be fully written, not using numerals. Khadgar suspected that it was Medivh's sheer cussedness that made the order use a poem praising his mother as its master key.[20]
- It was also said that the Tirisfalen was formed from the joint effort of the Council of Silvermoon and the Magocrat Lords of Arathor.[21] It was later stated that it was the Magocrat lords of Dalaran.
- Tirisfalen magic apparently had a certain "flavor" that made it recognizable to other spellcasters. Jaina Proudmoore, after frequenting Medivh during the Third War, was immediately able to recognize Aegwynn for her own use of this magic.[22]
