Maruuk Burial Banner is a banner looted from the Preservationist's Locker at [48.8, 47.8] on the second floor of the Roasted Ram inn of Valdrakken as part of the third day of activities during Secrets of Azeroth.
Take it to "Appraiser" Sazsel Stickyfingers at [62.8, 72.9] south of the Seat of the Aspects to have it appraised for 
[60-70] An Inside Job?, then return it to the locker for [60-70] Preservationist Cleared.
Preservationist Kathos later worried that it may have been stolen, but she found it in the locker. Kathos gave it to the adventurer to return it to Sansok Khan in Maruukai as part of [60-70] A Proper Burial. Sansok Khan then revealed it to be 
[Ishtaar Rethon's Burial Banner].
