Marshal Layre is a worgen located at Brackish Coast in Drustvar. She only appears when the world quest 
[50WQ] Dogged Tenacity is active, during which she is initially un-attackable until the Gilnean camp has been adequately assaulted. She is guarded by Gilnean Officers.
Abilities
Feral Rage — Increases Physical damage done by 25% for 10 sec.
Jagged Claws — Strikes the target with razor-sharp claws, inflicting Physical damage and additional Physical damage every 1 sec for 5 sec.
Rending Whirl — Whirls around with jagged claws extending, inflicting Physical damage to all enemies within 8 yards.
