A Lucky Coin is found at [19.2, 12.0] on the north side of a well at the Ata'gar Promontory, itself at the northwestern end of the Ruins of Ata'gar in northwestern Frostfire Ridge. Looting the object awards the 
[Discarded Lucky Coin] and 10-20x 
[Garrison Resources].
Tracking quest
To check whether the lucky coin has been looted, copy and paste this command into the chat window:
/run print(C_QuestLog.IsQuestFlaggedCompleted(34642))
If a "true" appears in the chat window, the lucky coin has been looted; "false" indicates the opposite.
