Locksmith

A locksmith is an NPC who restores lost keys that could not otherwise be reacquired, such as those rewarded from quests. City guards will point out the location of locksmiths.

During  [60] Stay of Execution, Mathias Shaw was surprised to see that the Horde had its improved its locks, wondering if they had learned from the Zandalari locksmiths.

Known bugs

As of patch 4.0.3a locksmiths still restore  [Skeleton Key],  [The Violet Hold Key],  [Key to the Arcatraz],  [Shattered Halls Key], and  [Shadowforge Key]. This is a bug, as these keys are supposed to be removed. They will disappear from your keyring upon logging out.
