Libram of the Sacred Shield drops from General Vezax in the 25-man version of Ulduar. It can also be purchased for 243 from 
Arcanist Firael <Emblem of Conquest Quartermaster> / 
Magister Sarien <Emblem of Conquest Quartermaster>.

Patch 5.0.4 (2012-08-28): Removed. 
Patch 4.0.1 (2010-10-12): Relics are no longer restricted by class, and now provide stats instead of class-specific bonuses. Now grants Stamina, Strength, Expertise, and Dodge, with 1 socket.
