Grounding Surge is a conduit for mages. It drops from Timecap'n Hooktail in Tazavesh, the Veiled Market, Lady Inerva Darkvein in Castle Nathria, and Rygelon in the Sepulcher of the First Ones.

It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
