Gaze is an observer located in the Spires of Arak.
The rare mob is summoned by using Voidpriest Sekkta's Fel Grimoire in his hut on the western path from Talador in the northwestern corner of Spires of Arak. Interacting with the Fel Grimoire will summon Gaze once again, as it knocks the player away from the hut and wiggles its way out of the hut into the air.
Abilities
Disintegration Beam — Gaze focuses his... gaze upon you, inflicting Shadow damage every 1 sec. for 5 sec.
Paralytic Saliva — Gaze licks an enemy, inflicting Shadow damage and coating the target with saliva, reducing movement speed by 50% for 8 sec. Also, gross.
Void Armor — Void armor encases the caster, reducing the duration of harmful magic effects by 10%.

Tracking
To check whether Gaze has been looted, copy and paste this command into the chat window:

If a "true" appears in the chat window, Gaze has been looted; "false" indicates the opposite.
