The Frozen Treasure is found at [57.2, 52.1] on the Icewind Drifts northeast of Frostwall. Interacting with it will spawn several Frozen Furies. Once they are all defeated, the Frozen Orc Skeleton appears under the ice. Looting the skeleton turns up a 
[Rimefrost Fetish] and 10-20x 
[Garrison Resources].
Tracking quest
To check whether the frozen orc skeleton has been looted, copy and paste this command into the chat window:
/run print(C_QuestLog.IsQuestFlaggedCompleted(34476))
If a "true" appears in the chat window, the frozen orc skeleton has been looted; "false" indicates the opposite.
