Fleeting Wind is a conduit for death knights. It drops from Kin-Tara in the Spires of Ascension, Sire Denathrius in Castle Nathria, and the Tarragrue in the Sanctum of Domination.
An ilvl 145 version is also rewarded from 
[60] Strengthen the Bond, 
[60] A Journey Made Together, 
[60] Strengthening the Bond, and 
[60] Strengthening the Bond.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
