went to shok'thokar on a character who's completed all the quests, and yeah, this is leh'prah after the Uniting the Tribes questline is completed. Khan Kammah and Khan Shodo are there too, which could be the source of the uploader's confusion; kammah stands on leh'prah's left and shodo stands on his right
