Take the bracer to Yu'rina the Mystic in your Garrison.

A powerful enchantment emanates from these ancient Highmaul bracers.

Maybe Yu'rina the Mystic, your garrison enchanting quartermaster, can tell you more about the bracer.

You will receive:

Interesting, an Arakkoa recently visited the garrison looking for an armor piece with a powerful enchantment like this. His name was Delath.

The enchantment on this bracer is beyond my skill, but perhaps this Delath can give you the necessary insight to replicate it.
