The Enchanted Highmaul Bracer can drop from any mob in Draenor for enchanters, but most likely to from Karnoth for the quest  [10-40] Shadows Awaken in Teluuna Observatory at Embaari Village or Dorogg the Ruthless for the quest  [10-40] The Butcher of Bladespire at Bladespire Citadel. It starts  [10-40] Enchanted Highmaul Bracer, or  [10-40] Enchanted Highmaul Bracer, which begins a short chain to unlock the Enchanter's Study blueprints for the Garrison.
