Notes
Next to Hamuul is Naralex, who allows players to vote on which buff they'll receive in the next Dreamsurge.
Then complete any three world quests in the zone, group up to defeat a rare-elite anywhere in the zone, and find and close a Waking Dream portal by finding a solo/small-party Waking Dream portal somewhere in the zone, or going to the marked Waking Dream portal, filling the bar and defeating the boss that spawns with a big group.
During the early PTR, the quest was named Shaping the Dreamsurge.
