[35] Through a Glass, Darkly, part of the questline to obtain 
[Dragonwrath, Tarecgosa's Rest].
Abilities
Draw Magic — Draw magic from surrounding enemies, increasing damage dealt by 50% while reducing the damage and healing done by nearby enemies by 25.
Spellflame — Deals 1635 Arcane damage in a line and deals 818 Arcane damage every 1 sec for 5 sec.
