The Cathedral Priest is a human located just outside the Cathedral of Light in the Cathedral Square of Stormwind City. He only appears for dracthyr.
It is actually Elling Trias in disguise, an SI:7 agent sent by Mathias Shaw to observe the dracthyr who have just arrived in the city.[1]
