Objectives
Use the Architect Table to select your Town Hall and upgrade your Garrison to Tier 2.

Description
Ya know boss, I think I know how we can take this place to the next level. Bigger walls. More buildings. Some space to stretch your arms after a long day of adventuring.
Don't get me wrong, it's going to take a lot of resources, but what else are these things for?
We can plot it out on the drafting table whenever you're ready. It's going to be GLORIOUS.
Rewards
The following spell will be cast on you:
Book of Garrison Blueprints — Teaches the blueprints needed to build level one versions of all small, medium and large buildings. Excluding the salvage yard. Instant

Originally, this quest was not available until the player completed the following quest chains:
It is possible to complete this quest at level 91 (although it's probably impossible to complete this quest before reaching level 91 because the prerequisites give that much experience). It is not necessary to build a small building before completing this quest and since one of the quests after you upgrade to garrison level 2 involves the construction of a small building some players might prefer to delay construction of their first small building until after they get that other quest.
The act of upgrading the garrison awards the 
[More Plots] achievement.
