Balos Jacken is a human quest giver located at the Lost Point in Dustwallow Marsh. He is hostile to all factions, but when beaten down to a certain amount of health, he will forfeit.
As he was seen wearing the Kul Tiras tabard, he very likely hailed from Kul Tiras but later joined Theramore, only to eventually desert.
Upon getting information from Jacken, Captain Garran Vimes ordered Lieutenant Caldwell to deal with the deserters.
