Adventuring in the Dragon Isles is available on alt characters with Adventure Mode unlocked. This quest unlocks the Scouting Map in the Wingrest Embassy, giving you the option to start any of the four Dragon Isles zone campaigns regardless of order.

The Dragonscale Expedition has posted a very fine looking map of the Dragon Isles nearby.
Their drawings are quite accurate and detailed, if I do say so myself. Sorry, you're not here for an art review.
