It would appear that Mad Magglish has been drinking lately in the Wailing Caverns.

Retrieve the 99-Year-Old Port drink from him as the objective of 
[18D] Trouble at the Docks. Mad Magglish is not inside the actual instance, but is in the caves leading up to the instance. He can appear in 3 different places at the beginning of the Caverns.
