Withering Bolt is a conduit for affliction warlocks. It drops from Margrave Stradama in Plaguefall and Kel'Thuzad in the Sanctum of Domination.

It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
