Winter's Protection is a conduit for mages. It drops from the Council of Blood in Castle Nathria and Myza's Oasis in Tazavesh, the Veiled Market.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
