Well-Placed Steel is a conduit for assassination rogues. It drops from Hakkar the Soulflayer in De Other Side and the Tarragrue in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
