Waygate: Skytop Observatory is one of several quests that can be chosen when you unlock an additional Ancient Waygate beyond the first two. Waygate unlocks happen at Renown levels 8, 10, 15, 17, 20, and 23 with the Dragonscale Expedition.

Locate the Dormant Waygate at the Skytop Observatory in The Waking Shores.

Description
Word from some of our northern explorers is there's another o' those stones high atop the spire to the northeast.
Heard it's quite difficult tae reach bein' so high up and all, but I'm sure ye can find a way!
