WHEE! is a reputation and experience gain bonus that is available only during the Darkmoon Faire World Event. To acquire the buff, players ride the Darkmoon Carousel on the western side of the Faire, which "stacks" the buff in 5 minute duration increments up to a 60 minute maximum (though even the first application grants the full 10% bonus). Tickets are required to enter the carousel area, but are sold very cheaply by the nearby Kae Ti.
