Void Siphons are ethereal constructs found in the Azure Dragonshrine in Dragonblight during the  [Aluneth] and  [Light's Wrath] questlines. One of them needs to be inspected for   [10-45] A New Threat /   [10-45] A New Threat, which will trigger the following message from Kalecgos.
