The Vindicator's Cache is found at [51.1, 79.1] on the bottom of the pond with Aqualir hovering above it on Socrethar's Rise in southern Shadowmoon Valley. The chest contains the 
[Vindicator's Armor Polish Kit] and 10-20 
[Garrison Resources].
