Venture Co. Stragglers can be found on-shore in Venture Bay in the three buildings. They are "evacuated" in the daily PvP quests  [15-30 Daily] Smoke 'Em Out to the ship in between the Alliance and Horde ships at the dock.

They are NOT worth reputation with Booty Bay or the rest of the Steamwheedle Cartel, though the evacuees on the ship are.
