Holy Pact

• Queen Reign - The militantly religious queen of Falence. She rules the Holy Pact against the orcish invaders.
• King Virius - The king of the high elves who is trying to quickly convert his kingdom into a holy empire.
• Mountain King Fjorden - A former shaman and heretic, he is now king of the dwarves who worship the Holy Light.
• Chieftain Rahkarsh - Though chieftain of the Twin-horn tribe, Rahkarsh is also a Tauren Paladin.
• Alendayra Silverdart - One of the few blood elves in the Holy Pact, Alendayra tries to integrate the now arcane addicted race.
• Thaekin Drale - A wizard of the Order of Arcane Arts who tries to introduce the arcane into the Holy Pact.
• Fernic Gaul - A paladin who quickly begins to doubt the Light after seeing the cruelty that the paladins can impose.

• Warchief Brogg'noth - A cruel and brutal orc, Brogg'noth is the warchief of the Blackhand Clan and therefore the Ebon Horde.
• Witch Queen Karo'zi - An ice troll woman leading a forest troll empire. She has to struggle with ethnic tensions.
• Emperor Galin Fenakel - A trade prince turned emperor, he has accepted Brogg'noth's offer for fel power.
• Lord Grimbeard - King of the dark irons on Valor, Grimbeard has pledged himself to the Ebon Horde. His one wish is to crush the Holy Pact and their "traitor" dwarves.
• King Ratmaul - King of the ogres, Ratmaul is an idiot puppet of Brogg'noth.
• Deathlord Nir'osh - The leader of the death knights of the Ebon Horde. He wishes to succeed Ner'zhul.
• Dur'nak - A leading archeologist in the Horde. He seeks powerful artifacts from across Valor.

Hostile

• King Gorith - One of the more intelligent ogres, Gorith has seceded from the Ebon Horde to carve out a new future for ogre kind.
• Jarl Lokfel - Jarl of the city of Falden, Lokfel is a xenophobic leader and a vrykul supremacist.
• Varrina - Lokfel's husband. She is preparing for his death and is ready to lead the vrykul after his passing.
• Yendra Hieme - After surviving the plague attack on Darsil Harbor, Yendra leads the few undead on Valor.
• Bertha Jones - Violent warlord and pirate queen, Jones leads the Swiftsea pirates.
