Truth's Wake is a conduit for retribution paladins. It drops from Globgrog in Plaguefall and the Lords of Dread in the Sepulcher of the First Ones.
It is also sold by Zo'sorg in Oribos for 200 
.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
