Ton Windbow serves as the ambassador of the Grimtotem tribe in the Alliance, it's because of him that the cooperation between Grimtotem and Alliance started. He's accompanied by a duo of Grimtotem Bodyguards.
He is a level 28 elite quest giver located at Grimtotem Post.
Background
The Alliance observed that the Grimtotems were no longer in good terms with the Horde, and decided to use it for their advantage, Force Commander Valen sends adventurers to "Cookie" McWeaksauce and help him to make an offering to the Grimtotem Tauren. Once the food was done, the adventurers are sent to Grimtotem Post, where they speak with Ton Windbow, the ambassador of the tribe. The alliance adventurers give him and his guards the offering, surprised by the taste of the food, Windbow thinks that the Alliance might be valuable to help them destroy the Horde.
But an audience with the Grimtotem chieftain wasn't so easy to achieve. To start such an event, Ton Windbow sent his Terms of Service to Force Commander Valen, stating that if the Alliance truly wished to help, that they would have to arm the tribe with better weapons.
Once the adventurers gathered enough armament crates, they are sent to Grundig Darkcloud, with whom the negotiations continued and ended with success.

The Grimtotem in Stonetalon Mountains may still be with the Alliance. When Grundig Darkcloud was killed by the Alliance, the following quest completion will be seen:
<The sentinel gives you an appraising look.> What is it with you? Why do they all seem spooked by you being here?
This could mean that the sentinels may have not known about the Alliance with the Grimtotem and that with the death of Grundig, Ton Windbow became the new leader in Stonetalon. If this event means that the Alliance with the Grimtotem is over or still present is unknown.
