Thieves' Tools are required for rogues to pick locks in Classic.

This item is sold by shady dealers, poison vendors, and many other goods vendors.
It can also be gotten as a reward from the following quests:
[18] Plundering the Plunderers- [18] Greed
[20] Alther's Mill
In retail, these quests continued to reward Thieves' Tools even after the tools lost their use, until the quests themselves were removed in patch 4.0.3a.
Patch changes
Patch 4.0.3a (2010-11-23): Removed. 
Patch 3.0.2 (2008-10-14): 
[Pick Lock] and 
[Disarm Trap] no longer require Thieves' Tools.
