Level requirement question

I'm curious if anyone knows what "requires level 15" meant for Thieves' Tools? Level requirement is usually associated with equipping or using an an item, but this item was never equipped nor used. The constraint on picking locks was through the skill being acquired at level 16. The quests that award this item all require level 16.
