The Overseer is an inquisitor appearing in front of the Tomb of Sargeras during 
[10-45] The Battle for Broken Shore. He is summoned by Gul'dan.
He later reappeared on Niskara.
Abilities
Expulse Shadows — Release the dark energies within, firing bolts of Shadow magic every 1 sec for 6 sec. These bolts inflict Shadow damage to enemies within 2 yards of the impact location.
Shadowfrost Shard — Launches a frozen shard of dark energy, inflicting Shadowfrost damage to an enemy and reducing its movement speed by 50% for 4 sec.
