Tess's Peacebloom is awarded to players who complete the Gilneas Reclamation storyline, ending in 
[70] What We Left Behind or 
[70] The Wall Between Us. Non-worgen players will need to relog after completing the quest before the toy will silently show up in the Toy Box.
The toy is a reference to Curse of the Worgen Issue 5, where Tess ventured up to her father's observatory in Greymane Manor with a single peacebloom flower. She reminded Genn the words he would tell her as a little girl, and that even among the ruined Gilneas she was able to find an unharmed peacebloom, which gave them both hope.
