Target Acquisition Devices are gnomish copters found wandering around the Train Depot of Gnomeregan.
They pick up Crazed Leper Gnomes and carry them off, presumably to be decontaminated. However, all they actually do is fly around a bit.
The S.A.F.E. Operatives will shoot at the gnome in tow; the Target Acquisition Device despawns shortly after the mob's death.
